DELGOSEA Standing Committee Meeting Coming Up in Manila

For the first time in 2015, the members of the DELGOSEA Standing Committee (SC) will get together on 30 April in Manila to discuss future activities of the network in 2015.

The Standing Committee, consisting of the core network members from six ASEAN countries, meets under the umbrella of the United Cities and Local Governments Asia-Pacific (UCLG ASPAC), one of DELGOSEA’s key stakeholders. There will be much to discuss; the agenda includes the preparation of further network meetings and training events during the year, DELGOSEA’s role in the ASEAN Mayor’s Forum that will be hosted by UCLG ASPAC in September in Indonesia, and plans for a monitoring and evaluation framework for the network’s activities.

The DELGOSEA SC meeting forms part of a range of events that UCLG ASPAC is organising in Manila, the main one being a PLATFORMA seminar for “Dialogue and Capacity building of local and regional authorities in Asia-Pacific in the fields of development and local governance”. As an important Asian partner of PLATFORMA, a European platform organisation for local and regional authorities for development, UCLG ASPAC plays an important role in connecting Asian local and regional local government associations (LGAs) with their European counterparts. 

The planned seminar will focus on reinforcing the institutional and operational capacities of local and regional authorities in the Asia-Pacific region, particularly in the field of good governance and local development. Specifically, the seminar plans to support an exchange on the content of the Communication “Empowering Local Authorities in partner countries for enhanced governance and more effective development outcomes” published by the European Commission in May 2013 and to share information on the challenges and opportunities to support development, decentralisation and local government advocacy in the Asia-Pacific region.

Such a seminar is extremely relevant to many DELGOSEA members and it is no surprise that the treasurer of the network, Benedikt Seemann of the Konrad Adenauer Foundation, has also been invited to take part in the session “Local governments meet donors”. There will be recommendations on how to reinforce decentralised cooperation between local and regional actors from EU member states and partner countries in the Asia-Pacific region, an area where DELGOSEA can share its experience of supporting such cooperation within ASEAN. 

It is also hoped that the seminar will help LGAs and other stakeholders of local governments to understand the support mechanisms and instruments available to local and regional governments and to understand the role of local governments in the local economic development process and strategy.

The DELGOSEA Standing Committee meeting, taking place straight after the end of the seminar, will present a good opportunity to discuss how to use this newly acquired knowledge for the network’s further development.
