Sharing the ManLuNa Experience


The cluster of municipalities of Manticao, Lugait and Naawan (ManLuNa) in the province of Misamis Oriental in the Philippines is holding a partnership forum today, 7 March 2013, with the aim of sharing its experience in inter-local cooperation, gained through participation in the original DELGOSEA project.

The Conference of Mayors of the municipalities, attended by both elected and appointed officials, is keen to continue its commitment to pursuing sustainable development by working together with other local authorities and to help other municipalities to follow suit. Manticao, Lugait and Naawan are some of the municipalities in the country pursuing inter-local cooperation.

Green governance is one of the main concerns of this cluster and therefore also the main focus of today’s partnership forum, which is focusing on sustainable utilization of the natural capital and use of appropriate technologies. The aim is to strengthen the inter-local cooperation, look at more entry points and explore what the next steps could be.

The meeting includes a presentation on the background of the ManLuNa pilot project by Salvador Almeñe of the Department of Agriculture, outlining options for collaborative agriculture development, as well as a talk on integrated water resources management by Buenaventura Dargantes from the Visayas State University. Edmund Tayao from LOGODEF, one of DELGOSEA’s original project partners and active network members, chairs the discussion on ‘Local Governance is Good Governance’.

ManLuNa is also a good example for the success of a multi-stakeholder approach, involving businesses as well as public funders. Bobby Garza, representing one of the cooperation partners, the Holcim Philippines Manufacturing Corp, will talk about corporate social responsibility and Anna Ria Manahan is tackling the topic of ‘Conflict Sensitive Sub-sector Value Chain Development’. Also present is Germany’s ‘Gesellschaft fuer Internationale Zusammenarbeit’ (GIZ) - Andreas Lange will present ‘Ecosystems Approach to Land Use and Comprehensive Development Planning’.
