Philippines

On November 17 – 19, 2011, the 3rd Philippine Cities Global Convention and Exposition took place at Resort World, Pasay City in Manila. The international conference was organized by the League of Cities, one of the 10 Local Government Associations being part of the DELGOSEA network. The aim of the conference was to exchange experiences and knowledge on inclusive urban development among the more than 100 participants.

DELGOSEA was represented by the national team of the Philippines, Dr Antonio Avila and Sheryll Bayan, as well as Dr Paul Chamniern, one of the DELGOSEA key experts and Director of the Thailand Environment Institute, and Krishna Jaishi, Vice-President of UCLG-ASPAC.

Dr. Paul Chamniern highlighted in his presentation the knowledge exchange amongst local governments on urban development issues. He emphasized that local governments could  and should learn from both good and bad practices, giving as topical example the big flooding problem in Thailand. He went on to share with the audience the two DELGOSEA case studies from Thailand on constructed wetland for municipal wastewater treatment (in Udonthani) as well as the low carbon city from Muangklang as good or best practices.

In addition, Krishna Jaishi presented valuable insights on DELGOSEA to the international audience, and in particular stressed DELGOSEA’s holistic approach. He highlighted that transnational knowledge exchange, documentation, capacity building, proper monitoring and participation of all stakeholders are at the heart of the DELGOSEA project. This is a successful approach which is applicable to every city in Southeast Asia.

DELGOSEA happily shared a booth with LCP and presented its publications on best practices and related training documents on good governance. Many participants were interested in learning more about the best practices and ordered hardcopies.

Finally, a big thank you to LCP for providing a great platform for international knowledge exchange as well as cooperation with other international organizations. The international convention contributed to further disseminateinformation about the DELGOSEA network, its best practices and approach.
