Activity 5: Networking with Academic Institutions and Civil Society Organisations on National Level

Brief Description

Activity 5 is about strengthening cooperation with academia as well as civil society to gather expertise and assist the pilot cities during the replication process. Each partner organisation is surrounded by networks and cooperation with representatives from academia and civil society. These contacts have been brought into the project already from its beginnings.

When replication actually started, a more strategic approach on strengthening cooperation with different actors has been initiated. In this aspect, the organisation of five national workshops from April to May 2011 (one in each country) can be seen as the kick-off events for a more structural dialogue. The one-day workshops intended to be a forum for knowledge sharing on experiences and challenges during transfer concept development amongst cities’, local and national government officials, civil society, academia, local coaches and the DELGOSEA Team.

After the workshops, the concept of “strategic partners” was incorporated into all project activities. Strategic partners are those persons who are willing to act as the general contact and resource persons for all cities being interested in replicating DELGOSEA best practices inSoutheast Asia. Strategic partners are from the academia, civil society, the government or the local government associations. They all agreed to be publicly mentioned on the DELGOSEA website and as such are accessible to the general public and other cities. On the national level, strategic partners have been involved in the finalisation of cities transfer concepts and by providing additional input for the next steps to be taken in best practice replication. In a second step, they are also involved in the policy-dialogue and advocacy activities for better political frameworks. On the local level, strategic partners are clearly mentioned and identified in the transfer concepts and action plans of each city. As such, local universities or even local businesses are involved and support the pilot cities during the replication process. On the transnational level, networking, cooperation and knowledge exchange is being done through various transnational conferences as well as through extensive online communication activities by making use of the internal Facebook group, the monthly e-news, DELGOSEA highlights or the website.  

Between March and May 2012 the second round of national workshops took place. These workshops were strongly interrelated with activity 14 - Drafting Suggestions for Political Dialogue – and were strongly supported by the strategic partners and national networks. The aim was to strengthen efforts in finalising and advocating for better political frameworks related to democratic local governance in the different countries (refer to activity 14 for more information).

Outcomes

  • The DELGOSEA network is consisting of more than 1,300 representatives from national and local governments and their administrations, academia, civil society, and media are actively involved in the exchange of best practices, committed to make a better life for the people.
  • More than 180 representatives from academia, civil society organisations, the government sector as well as the pilot cities, being published as “strategic partners” on the DELGOSEA website, are ready to support the cities in best practice replication and are accessible through a simple email to the Communications Office. 
  • 10 national workshops involving on average 50 participants per country from academia, civil society, the government and pilot cities; topics: input and comments on the transfer concepts as the basis for future replication; strategies on how to replicate the selected best practice; recommendations to the pilot cities on next steps and practical implications; policy recommendations and advocacy activities.
