Designing a Road Map for Advocacy in the Philippines


As part of its remit to ensure that the experiences of DELGOSEA’s pilot cities feed into the policy development on national and regional level, the project team is encouraging and facilitating the partners from the five project countries to develop policy recommendation to improve national legislation and administrative procedures to favor good governance.

The Philippines was the first country to conduct a national workshop concentratingboth on these policy recommendations as well as on the wider field of sustainability and advocacy. On 29 March 2012, participants from the pilot cities/municipalities (Alaminos, Bacolod, theManLuNa und BinKiSu clusters in Misamis Oriental), local government associations (LGAs), the EU, CSOs, media and academia came together in a forum for networking and information-sharing.

The workshop focused in detail on the experiences of the different pilot cities and brought together experts from the fields in three policy working groups, discussing in-depths the issues of urban environment, fiscal management and people’s participation – the thematic areas covered by three pilot cities.Plenary sessions where the working group results were shared and a press conference rounded off the day.

After these intense and productive discussionsthe workshop resulted in a final draft of these policy recommendations, leading directly to a roadmap for advocacy within the country. These recommendations include setting up a mechanism for interlocal cooperation (ILC) and institutionalizing it, as well as making more resources available for local government units (LGUs) that are implementing local governance projects.Further results were the development of a strategy for the sustainability of the best practice transfer in the Philippines – an important development for safeguarding the project results and ensuring that (LGUs) can continue to learn from each other.

As a next step, the DELGOSEA Philippines project team will take the recommendations and the national strategy forward to the regional workshop, taking place in Phnom Penh, Cambodia in early May. There, the various LGAs and national experts from the five partner countries will have the opportunity to exchange views across countries and engage in a dialogue with other DELGOSEA partners, aiming to further improve these recommendations and ensuring their relevance for each respective country.
