PLATFORMA Seminar Provides Capacity Building for Asian LGAs

Organised in cooperation with UCLG ASPAC, the PLATFORMA event in Manila, gave DELGOSA members the opportunity both to share their experiences and to learn more about recent developments in Local Economic Development.

Taking place on 29th and 30th April 2015, the seminar was aiming for “Dialogue and Capacity Building of Local and Regional Authorities in Asia-Pacific in the Fields of Development and Local Governance”. The presentations and panel discussions focused on reinforcing the institutional and operational capacities of local and regional authorities in the Asia-Pacific region, particularly in the field of good governance and local development.

The first session focused on empowering local authorities in Asian countries with a helpful introduction by Silvio Larrazi from the European Commission outlining the kind of support and partnership the EU can offer local governments and municipalities. The following discussion focused on the content of the European Commission Communication “Empowering Local Authorities in partner countries for enhanced governance and more effective development outcomes.”

This proved a very popular session and the topic was dealt with in even more detail after lunch when specific funding programmes were presented and advice on how to prepare applications was available. Participants shared their experiences of implementing EU co-funded projects and asked probing questions to the EU representative presents.

Local Economic Development (LED) was another important topic and LGAs, municipalities and networks across South and Southeast Asia reported from their experiences. There was much interest in DELGOSEA’s presentation and the support the network has to offer to local governments and CSOs involved in LED, especially across the ASEAN region. A session on donors – or rather partners in development – rounded off the seminar and provided an insight into opportunities for cooperation that exist across the region.
